Policing the Book

No history of the book would be complete without an account of the role of the state. So I will here explore the colonial state’s policy and policing of the book. I look first at the administrative structure built to monitor the book, and related enabling legislations. Then I offer an account of the documents and data generated through the administering of the regulating acts. The mechanisms of control devised by the state are then delineated, followed by two small sections on the state as patron and guarantor of copyright. The actual policing of the book is studied under two heads: the moral and the political. The moral domain concerns the attempts of the state to control the publication of erotic and prurient literature. The political seems subdivisible into three rubrics: the literature of the nationalist, Self-Respect, and communist movements.
